Elections on or near Tribal lands run safer when local officials and law enforcement build real relationships with Tribal governments before a crisis hits. This guide adapts CSSE’s five-step framework — Meet, Share, Agree, Plan, Practice — specifically for Tribal coordination, walking officials through building formal government-to-government relationships, sharing jurisdictional and operational details, agreeing on rules of engagement, building joint incident-response plans, and running tabletop exercises together. It’s a practical starting point for any office serving communities on or near Tribal lands that hasn’t yet formalized that partnership.
