A companion piece to CSSE’s broader Bomb Threats & Hoaxes guide, built specifically for the law enforcement side of the response. With hundreds of bomb threats hitting polling places, election offices, and tabulation centers in 2024, CSSE walks agencies through its “Five Steps” framework — Meet, Share, Agree, Plan, Practice — to work out, before an incident happens, who has authority to evacuate a voting site, how polling locations get flagged in dispatch systems, and how law enforcement and election officials rehearse the response together through tabletop exercises. It’s meant to be worked through jointly with the local election office since both sides need to be operating from the same plan.
