The purpose of this training scenario is to help election administrators and police/leaders visualize realistic threats of violence related to election operations so they can better prepare and respond. The primary audience is local and state election officials and law enforcement partners responsible for security planning and incident reporting. It is intended to be used as part of training exercises, briefing sessions, or preparedness workshops to improve situational awareness, recognition of warning signs, and reporting practices.
