Joint Threat Intelligence Report: Learning from Bomb Threat Hoaxes Targeting Recent Elections

The joint threat intelligence report examines the tactical patterns and infrastructure of bomb threat hoaxes that targeted voting sites, polling stations, and election offices during the 2024–2025 U.S. election cycles. Prepared by the Bomb Threats Task Force (a collaborative working group between SocialScout, Nisos, and Microsoft), the document analyzes hoax emails routed through privacy-focused and foreign email providers. The report highlights the operational impact of these disruptions, including temporary evacuations and court-ordered voting extensions, and provides actionable threat intelligence and risk mitigation strategies to assist law enforcement, state/local election officials, and emergency responders in distinguishing coordinated hoaxes from credible threats ahead of future elections.
